Project Synopsis:
SRK Consulting has been appointed by Mulilo Renewable Project Developments (Mulilo) to revise the Environmental Management Programme (EMPr) that was compiled for the Coega Development Corporation’s (CDC) 1000 MW Gas to Power Plant in Zone 13 of the Coega Special Economic Zone (SEZ). The revisions to the EMPr are to address the conditions of the Environmental Authorisation (EA) issued in August 2021 for Phase 1 of the project, a 200 MW gas to power plant, only.
The CDC has assigned the development of Phase 1 (200 MW) to the Mulilo Total Coega (MTC) project, which achieved preferred bidder status in the Department of Minerals Resources and Energy (DMRE)’s Risk Mitigation Independent Power Producer Procurement Programme (RMIPPPP). The CDC further intends to apply for an amendment to the EA to transfer ownership of the EA to MTC.
Mulilo has been assigned a site approximately 7.5 ha in extent, located within the 23 ha footprint assessed in the EIA for the 1000 MW Zone 13 power plant. Phase 1 will include the on-site storage, and regasification, of Liquefied Natural Gas (LNG) in above-ground storage tanks with a maximum capacity of 4,000 m³. The LNG will be transported to the site by road from the Port of Ngqura.
This Environmental Management Programme (EMPr) is based on the EMPr that was provided as part of the Final Environmental Impact Assessment Report for the CDC Zone 13 1000 MW Power Plant (SRK, Report Number 553652/Z13/6, June 2021), and addresses the conditions of the EA. Consequently, it deals with Phase 1 of the development only - the 800 MW Phase 2 Power Plant, and associated infrastructure, has not been approved by the DFFE and therefore does not form part of this revised EMPr.

The EMPr that was provided with the FEIR for the project has been updated to exclude project phases not yet authorised, and the various management plans as specified in the EA are provided as appendices to the revised Draft EMPr. The final layout plan for Phase 1 is also provided, as well as a Quantitative Risk Assessment (QRA) for Phase 1, and Phase 1 Archaeological Impact Assessment. The documents are provided to Interested and Affected Parties for a 30 day comment period, from 20 September – 20 October 2023, following which any comments received will be addressed and included with the final EMPr for submission to the DFFE for approval.
