South Africa Mainstream Renewable Power Developments (Pty) Ltd (Mainstream) has been granted an Environmental Authorisation (EA) to construct the 150MW Swift Solar Photovoltaic (PV) facility, which is part of the larger Stilfontein PV Cluster. This cluster comprises nine proposed PV facilities and associated infrastructure, including grid connections and ancillary components, located in the Stilfontein Cluster, North West Province.
An amendment to the EA was issued by the National Department of Forestry, Fisheries and the Environment (DFFE) on 12 December 2024, to correct the layout map of the Swift PV Project's key infrastructure components and update the applicant's named representative. This amendment is classified as a Part 1 EA Amendment, as it does not alter the scope of the authorisation or increase the environmental impact initially assessed.
SRK Consulting (South Africa) (Pty) Ltd (SRK) was appointed by Mainstream to undertake the Part 1 EA Amendment process required in terms of the National Environmental Management Act 107 of 1998 (NEMA), and the Environmental Impact Assessment (EIA) Regulations, 2014, as amended.
The Stilfontein Cluster is located ~20 km south-west of Potchefstroom and ~6 km north-east of Stilfontein, in the in the City of Matlosana and JB Marks Local Municipalities and Dr Kenneth Kaunda District Municipality (DKKDM) in North West Province. The Stilfontein Cluster lies within the Klerksdorp Renewable Energy Development Zone (REDZ) and the Central Strategic Transmission Corridor (STC).
The Swift Solar PV Facility project has undergone a series of amendments to its Environmental Authorisation (EA), with the latest amendment issued on 12 December 2024. This amendment was necessary to correct the layout map of key infrastructure components and update the contact person for the EA holder.
The EA Amendment and associated documents are available for public access. Interested and Affected Parties (IAPs) have the opportunity to appeal the decision. Appeals must be submitted to the Director: Appeals and Legal Review, DFFE, within 20 calendar days of the notification date (by 26 January 2024).
Submissions from IAPs must include their name, contact details, and an indication of any direct business, financial, personal, or other interest in the application. Appeals should be submitted via the prescribed form available on the DFFE’s website or requested via email.
